The governor of a state is essentially the commander-in-chief of that state. He or she is responsible for the overall functioning of government, and all bills passed by the state senate must be approved by the governor to become law. Governors also have the power to veto laws that have been passed by the Senate, meaning that even if the bill is passed, it will not become law because the governor overruled the bill. If a bill passes and becomes law, that law must be in line with federal law or it may be considered unconstitutional.
