The reference has to do with the small size of a bird’s brain, indicating that the human identified with this label is operating with little or no brain power.

Sometimes, idiomatic expressions of this type are used as terms of endearment and affection. For example, a loved one may refer to a friend or relative who tends to wander off topic in conversation as a careless or birdbrained. In this context, the trait can be seen as somewhat humorous and provide insight into how the person’s mind seems to work.

The bird brain designation may also be less flattering. The term may be aimed at someone who has exhibited a serious lack of judgment indicating an inability to think things through before taking an action. Factors such as stress at home or in the workplace can sometimes lead to an inability to concentrate or accidentally taking environmentally appropriate actions. Fortunately, the bird’s brain state normally passes as the underlying causes of the stress are eliminated and the individual can once again think clearly.
