Other dams are built in the water right next to a coast, as is the case with many islands. Some nations also build them offshore to act as flood barriers and dissipate waves before they reach shore, encouraging them to break more gently.

Many dams are curved, allowing waves to crash against them, reducing their energy. Others are straight and are designed to stop waves. It is not uncommon to bury low mounds of rubble in front of them to help with the goal of reducing the power of the waves as they hit the shore. In the case of a dam intended to resist flooding, it might be quite high so that it can cope with storm surges.

Traditional dams are built with large rocks, pebbles and other rubble; some remains of ancient dams built in this style can be seen in many communities. A modern structure can be made from these materials, although it can also integrate concrete, metal rods, and other tools to make it sturdier. The cheapest dams can be made of wood and plastic, which provide some protection, although they can potentially fail in bad weather.
