Health codes are local laws that regulate public activities and services to protect public health. Health codes are usually extensive documents and are often split into multiple sections. Some sections govern medical establishments, such as hospitals, laboratories and public clinics. Building licensing requirements, standards of cleanliness, and processes for disposing of certain hazardous materials are generally covered in these sections. A health code may also contain elements of environmental protection, including regulations that control the disposal of certain materials in open terrain or waterways.

Still other sections govern sanitation and sanitation policies, establishing community standards to ensure the safety of residents and prevent the spread of insects and waterborne diseases. Similarly, health codes often establish rules requiring disease prevention mechanisms, especially vaccinations, for all public school children and teachers. Sometimes, these requirements are also established at the national level. Local rules can reiterate national rules or expand them according to community needs.

Because they are codified, health codes are, in most places, enforceable law. However, the prosecution of health code violations is usually done only by specially appointed public health officials. Police or other law enforcement officials are usually not involved in writing health code citations.
Penalties for violating health code rules vary by jurisdiction, just like the rules themselves. Outrageous institutions can get away with a warning or a fine, or they can be shut down entirely. The severity of the fine is usually proportional to the danger the violation has caused.
