Outsourcing is controversial, as it is usually done to obtain cheap labor from poorer countries rather than having to pay the going rate for workers in the same country.

Active HR recruiting is seen as more beneficial to companies than waiting for the right candidate to send in a resume. Active recruiting means contacting resources such as university placement centers and networking at industry conferences. HR recruiting departments also look for resumes posted online by job seekers in their field. Recruiters should actively build a candidate database on a regular basis so that companies have qualified employees to hire when they need them. Many HR departments use a standard form to collect information from applicants.
