Sexual abuse of prisoners also occurs with alarming frequency in many institutions. Rape by fellow inmates is a major concern for many inmates, as they are in a closed, captive environment. While guards cannot always control the actions of prisoners, there are some instances where wardens may knowingly allow rape or other sexual abuse to occur between prisoners. In some cases, especially in facilities housing female prisoners, guards may be responsible for rape and other prisoner abuse against women confined to a facility.
