State procurement offices handle the process of obtaining supplies, equipment, and personnel for state agencies. They can also establish policies, such as prioritizing environmentally safe options. The procurement process involves opening RFQs and reviewing bids from companies. Offices are typically located in the state capital with branch offices in other regions.

Government procurement is a process that is used by individual states to procure the supplies, personnel and equipment they need. The state procurement office can handle the procurement of everything for all state agencies, from state representative offices that need pencils to state road crews that require bulldozers, or it can allow individual state agencies to take care of their own procurement needs, overseeing statewide procurement policy. On any given day, a state procurement office can obtain anything from paint for its bridges to medical equipment for state hospitals.

Sourcing can be a complex process. Procurement managers are responsible for meeting the needs that are brought to the attention of the procurement department. State employees can provide the Purchase Order Office with very specific requests, or they can contact the State Procurement Office for assistance in determining what will meet their needs and finding the best option. For esoteric items, the state procurement office can do extensive research to determine the best purchasing choice.

In addition to obtaining goods and services for the state through purchase, lease, or trade, the state procurement office also establishes policies. For example, the purchasing department may mandate that when state agencies need equipment, they must first send the request to other agencies to see if those agencies have used and working equipment that they would like to sell or trade. Similarly, the state procurement office may issue a directive that goods should be obtained from state suppliers, if possible, or that government procurement should also emphasize environmental responsibility, choosing items that are environmentally safe.

When a state purchasing office needs to get something, they open the RFQ. For example, if road crews need new vehicles, the state procurement office would indicate that it has a contract to supply available road vehicles. Companies that manufacture, lease or sell vehicles would have the opportunity to bid for the ability to supply vehicles to the state, with the purchasing department reviewing the offers to determine the best choice. Because state contracts can be very lucrative, the bidding process can get quite competitive.

Typically, the office is based in the state capital. This is convenient for state agencies even based in the capital, as it makes it easy to stay in touch with the purchasing department. Branch offices may be located in other regions of the state, along with warehouses for supplies.
