The Department of Employment Development is a California state department that provides services to employers and job seekers through a number of different insurance, investment, and information programs. Each branch plays a different role in helping employers and workers, from handling tax collection to unemployment and disability insurance.

The Board is responsible for the Department of Employment Development and ensures that programs and services meet departmental goals. Also part of this office is the Office of Equal Employment Opportunity, which investigates and resolves complaints of discrimination or violation of civil rights and provides consulting services for all aspects of equal opportunity employment. The Legal Office also reports to the Management Office and provides legal advice and support to the department and its heads.

Public employment services are administered by the Workforce Branch, which also assists with employment referrals, placement services and workshops. The branch also assists employers in matching candidates and with recruitment campaigns and administers several statewide programs to prepare people for work. Within this branch is the Governor’s Committee on Employment of Persons with Disabilities and the Division of Labor Market Information, which handles statistics on various topics in the workforce.

Responsible for the supervision and operation of the automation systems in the department is the Information Technology Branch. This branch also provides technical support and administration for the telecommunications systems. The Policy, Accountability and Compliance Department audits, investigates, researches and reviews the department’s programs and acts as a liaison with state and federal authorities.

The Department of Employment Development’s Tax Department handles all taxes involved in payroll and offers special training opportunities to help employers. Insurance matters are handled by the Unemployment Insurance Agency and the State Disability Insurance Agency. The first handles payments for those who have lost their jobs, while the second manages disability pay, family leave and disability insurance options for the self-employed.

The department’s internal and external marketing and communications are managed by the Public Relations Sector. Administrative support and human resources services to the Administration Branch department.
